It's a ripoff and a lie.
The only way to have a better connection is, you guessed it: get better internet service.
It doesn't alter game files, or any Steam files, does it? Then... it can't be considered a cheat. But it is a useless pile of foolishness to think that anything running on your computer could make your internet work better.
I have serious issues with my connection because of congestion in the area and my family using the Internet all the time.
What you can do is:
Have a router that prioritizes gaming packets.
Have the priority of your computer the highest on the router.
Use interp_ratio 2
Use the default rate
This seems to help me when my Internet connection is bad.
