Thinking on that line, very little trust should be given to unguarded accounts.
Account security is the owners responsiblity. Doesn't matter whether the owner or a hijacker cheats on it. If the account is used to cheat the ACCOUNT is banned. Not the person.
Just as you made this statement I also made the statement pointing out that every form of Biometric data can already be compromised. Sure some will cost more and require more knowledge and equipment but they can all by compromised. There are too many complications and flaws in using biometric data in the way you propose.
It won't work and Valve will not invest the resources to code it all just for it to be a flawed and unworkable mess.

Also since the Steam api, cheaters have fools handing them accounts with reasonable trust levels.
I simply refuse to play with cheaters and if trust does work there are a lot of trusted accounts cheating.
Note: All this about slow internet and multiplayer, I have a MSI leopard i7 16gb 10706gb laptop and there are lots of places I can play online, including my childrens houses.

Its not even legal in most western countries.
you are mixing scamming/hijacking with cheating, they are different. the scammers dont care about playing games, they want the inventory items you have. and to use your account to try and hijack your friends accounts.
any idea needs to be poked to see if it will hold water. if it falls apart, then people need to look for ways to make it work. some ideas just dont work, either they are too silly or just not economical.
