Empire total war is non vac secured single player game
if i use cheat program on this single player game
it will cause Vac ban on csgo ?

You will not receive assistance on cheating in multiplayer enabled games.
Addtionally, it is impossible to answer. Depends on how the cheat works, it may or may not inject itself into CS:GO and be detectable.

A trainer for a specific game should generally be safe. You still should close it before playing CSGO though.
If its a generic injector, make sure its well-behaved. If it requires becoming friends with the author and have them swear on their wedding where you're the best man that its well-behaved, so be it. Non-well-behaved products may run around your system touching every process they can find and that VAC very much dislikes.

That makes no sense. If it's an external program, it needs to inject code into the target program aka game.
If it's just console commands, then you don't need an external program.
