Do DLL files downloaded and added to a NON-VAC game (Like Fallout 3) cause a VAC ban in other games?
I have not, and will not, join ANY secure servers until I know that I am safe. I had to download the file in order for Fallout 3 to not crash on startup. Am I safe?

VAC enabled game + VAC secured server + Known cheat = VAC ban

d3d9.dll is not a cheat and even if it were simply having the .DLL on your PC is not enough to cause a VAC ban. It's perfectly safe to use and will not cause problems on any VAC secured games.
