Can you play competitive games right now on it?
If the answer is yes and no, then the answer will obviously be no you cannot compete in a tournament on the game with the ban.
I'd love to see your proof that cheating players ON THE SAME BANNED ACCOUNT were 'allowed to play'. They're not. It's either a lie or a different new account without a ban.
Jamppi cheated in CS:S when he was 12 years old in his old account, which he later sold. He created a new one, where he played CSGO professionally. Valve then banned him because they discovered he cheated in his old account. I've looked and read endlessly and have never found any statement released by valve explaining whether someone is able to play on their tournaments when they haven't cheated on the same game, or a Valve game. I have no idea if just by having a VAC ban, regardless of the game, if I would be able to compete on their tournaments.
Players have been blocked from competing previous just based on controversial tweets made from 7+ years ago for instance so cheating is probably held in the same standard.
