What evidence do you have for this? Because ... first: there is no such thing as a vac ban wave, only groups of people whose cheats have finally caught up to them getting angry. The system is fully in place at all times.
If you are seeing people that you've reported in game still playing and still cheating: report them again so they will get overwatch'd. Vac detects known cheats, and applies those bans in a delayed fashion. So just because you've seen someone in a protected game cheating, doesn't mean they're not already flagged for a ban. It just means you need to play with better people, and increase your trust factor so you don't see as many cheaters...
If Vac exists, why does mm enter the server? explain
