Apart of that, yes. Forget this account, make a new one and take care of it. That is don't let other people use it.
Grow up and look up what "responsibilities" means when you made a legal contract with Valve to accept FULL responsibilities for your steam account regardless if it was someone else messing with your account.
It doesn't matter who cheated on the account. It was used to do so, so it got banned for that reason.
Forget the account, yes, make a new one, no. You've already displayed that you are incapable of keeping your own account protected. Making a new one isn't going to prevent someone from hijacking your account if you allow it again.

Because Valve has a zero-tolerance policy against cheats, VAC Bans are delayed, that's why it took a few days for effect.
