In this instance, the OP was hijacked so he doesn't know what went on within his account so it has to be assumed the ban was applied correctly. There's not many if any devs/pubs that remove bans because the user was hijacked even with 'proof'.
Appeal forms for when the user believes their ban is incorrect - not because they were hijacked and they don't know if it's correct or not.

Even one staff member said they would remove a person's ban as a 'Christmas present'. That's how stupid their inner workings are but Bluehole do no such thing.
By the way, once we limit the discussion to Rust, you're right. Sort of. You claim of "It's always like that" is still questionable, but Facepunch's FAQ explicitly states that they don't care who was using the account and that the ban is permanent anyway.
