Has anyone ever been banned for using this program? (Povohat's Intercept Mouse Accel Filter Config)
I normally use this program [mouseaccel.blogspot.com] to set my own mouse accel and X/Y values for my mouse. I've heard it's OK for games with VAC, but I'm not sure if other anticheats like GTA Online's will detect it as a hack.

If its not a cheat you won`t get banned.

What are you asking?

VAC bans for detection of any hardware and software process that may contain funcitonality that provides a potential for unfair advantage if used in multiplayer environement - or unauthorised modification to core files/libraries.

If your question isn't VAC related (i.e. regarding non-VAC secured products and other anti-cheat solutions), perhaps ask in the relevant place.
