My cooldown is it mean that this is permanent VAC ban or just temporary cooldown and why?

I play fair and fairly cs go without any quotes. Why did I get a banned overwatch and why I can not transfer items to another acc?

Is it possible to convert it to pernament ban? He does not allow me to go into the match, he kicked me out of the match and did not let me come back, and he writes "You have banned from this server" I then came out of the match to get the ban for 30 minutes, and it turned out in red letters "Cooldown for owerwatch". I play fair and fairly without any reading, I do not know why this is happening to me..:(

I'm not mistaken and I do not use any cit, I'm global since it came out of the offer, since for some reason I got a cooldown from overvatch in the middle of the game, you can look at my previous matches and find out that I did not cheat with the read.
