Ok.

Nobody said you personally used the cheats. But somebody with access to your account did, or you used your account on another computer where cheats were already present. The ban is permanent and cannot be removed.

Spend $5 and you can or use that account and send them your new accounts profile link. They can then use it to send you a friend invite that you can accept.
