You are the reason you were banned. YOU failed to properly remove the cheats, it's not Valves fault. So don't blane VAC for doing what it was designed to, detecting known cheats and issuing bans accordingly.
Clearly the cheats weren't deleted properly and for whatever reason it was running on your machine at the time you joined a VAC secured server. It's not Valves fault that you didn't remove them properly or that you had them in the first place.

Nuke your PC from orbit and start again. This time don't install cheats.
And there are pletny of tools that could have gotten rid of it. Again, you FAILED to properly remove the cheats and all related files to it. Next time properly reformat the device before you attempt to connect to a VAC secured server.
Even doing that may not remove the cheats. You HAVE to reformat the devixe to be sure the cheats are gone.
You tried deleting it once before but apparently that didn't work. And now you've gone 300+ days with a cheat (with a virus) still active on your PC and yet you don't seem to really care much. Clearly deleting it before didn't work. The next best thing is to reformat your PC.
