last years i was using the mod skin tool and i didn't use it for cheating or something fraudulence. If it isn't get ban can steam overhaul my vac ban :(

They do. Modifying the game isn't allowed, not even if it doesn't give an explicit advantage. If you want a skin, buy it or trade for it.

Allowing skin changers would crash the market as nobody would pay for the skins anymore, so Valve and the skin creator would lose money. So yes, it IS stealing.
