VAC bans for cheats only, not anti-virus software.
HOWEVER:
AVG is known to interfere with Steam.
Valve recommend that you disable the program or uninstall it completely.
Personally, I do not consider uninstalling ones' security software as good advice in any situation. However, if you uise Windows 10, then Windows stateless firewall and windows defender when correctly configured are sufficient unless your machine is particularly at risk (i,.e. you download from torrents, unofficial or untrustworthy locations / execute or install unofficial or untrustworthy software or otherwise have poor networking habits.
Disabling realtime protection and fireall capabilities of AVG software should be sufficeint in most cases. There's no requirement for realtime protection in playing a videogame via Steam.
If you seek to exclude Steam directories, include the following and their contents:
the Steam installation directory,
%localappdata%\Steam directory
%localappdata%\Steam directory
%programfiles(x86)%\Common Files\Steam directory
Depending on the game, there may be local saved games or document locations accessed, as well as other locations for Steam Apps, saved screenshots etc.

You will be 'safe' from VAC bans regardless. The biggest risk so far as Steam is concerned, is that you may be disconencted or unable to join games due to the "VAC authentication error".

Think logically. Why would you get banned?
Is it cheating? Will it inject something into the game files so that you can activate Aimbot or Wallhack? If not then you will not get banned.
I do a lot of different stuff on my computer. I play video games, I watch youtube videos, I watch porn, I eat and drink in front of my computer, I may have multiple games On at the same time. NONE of it can cause ban because WHY would they?
