Create a new Steam Account and rebuy the Game, STOP modding.
Because modding is not allowed in BO2, simple.
There is no "offline" in Call of Duty: Black Ops 2 on the pc version.
The Game is online only even against bots.
You do anything and go online at all and you're pretty much guaranteed a ban. Private matches are still online.
The config file is actually encrypted in Call of Duty: Black Ops 2, not sure about Black Ops 3 or Infinite Warfare as I don't own it.
