Can a wifi limiter cause a vac ban?(selfishnet)

so there is this weird program that is like netlimiter that actually limits the internet for other computers of that router *sort of like QOS but no need for a decent router*
so this program requires winpcap
and it loola phishy but its used by ALOT of people with slow internet like mine, and i was wondering if a program like this that tempers with a wifi connection not even using the router could possibly cause a vac ban?
i've already used it many times but i just gotta make sure.

If so i'm not too sure if it will cause a ban (If in doubt, don't use) however if you are using this a network that you are the administrator on (or have permission) it could be considered illegal in many countries.
