HvH CS Servers
I have heard about these Hack vs Hack servers and I think it would be fun to try it out but Im not totally sure I want to and I would like to know the risks of hacking on one. First, if I download the hacks and use them, then when I am done on the HvH servers, disable them, will I get VAC banned? I have heard about it scanning your computer, so would I need to uninstall them totally in order not to get VACced? I would just like to know all of the risks of playing on a HvH server in CS:GO

You promised not to cheat, ever. Look up the Steam Subscriber Agreement.
Using third party cheats is against the ssa , but if you're going to cheat , you'd need to fully reformat your computer in order to fully remove the cheats , but thats only if you don't get flagged for a ban.

HvH servers is proof that valve doesn't take cheating seriously. I mean how hard would it be to join these servers, spectate and then ban?

The risks are:

1) Violatioin of the SSA could should Valve actually take time & effort to investigate and ernforce, legallly sue you for breach of contract, suspend/terminate the entire account - This is extremely unlikely and does not appear to have ever happened in cheating cases.

2) Under the license terms agreed, Valve may restrict the account from certain services and commuicate the use of cheats to other online providers (This is a VAC or Game ban - permanent)

3) Since 'cheats' downloaded form 3rd party, unofficial and disreputable sources are unverified and have no role in the 'legitiimate' operation, there is no recourse nor reliability nor security associated with such. Should your entire device become infected with malware including but not limited to ransomware and trojan viruses, you will have no claim against the distributors.
Should you not effectively remove all traces of the effects of any potential cheats prior to connecting to secure servers, you will find the account banned permanently following the detection.

These servers are typically non-VAC secured.
VAC is necessarily automated and rightly so, to introduce human element introduces a potential for corruption.

The OW system is available for competitive mode matches. Since the competitive mode is unaffected by community HvH server play, there's no reason to incldue that. The OW investigators already have a huge backlog.
