Personaly i wouldn't Trust them
Yes you are right when you say that the Microsoft marketplace is very small compared to Android Play and iPhones marketplace but it's very fast growing.
I developed one of those 3rd party apps for WP7 (SteamCenter) and I would be more than happy if Valve would release an official app. SteamCenter was developed since I was jealous on my friends having a Steam app for their iphones and I also wanted to chat with my cell phone.
I'm pretty sure Valve will release a WP version of the their app. Why do I think that? First of all I know what Gabe said about Windows 8 in general. What we shouldn't forget is that beside the Linux and Mac version, Windows is still the most important market (most games, most users etc). There is no way around Windows 8 so you can be pretty sure that an update for the Steam client is already in development for Windows 8 with tile support and all that fancy Windows 8 features you can imagine. This process is not an easy task since the Steam client is developed in C++ using 3rd party libraries and without knowing the structure of the steam client I can imagine that porting a code-base like this to a completely different runtime is like rewritting the complete code. With this in mind you can be pretty sure that a branch or at least a by product of this development process will be a WP Version. This would be an easy task if they have to rewrite their code-base to make it conform with the Windows 8 guidelines. If so (and I know this could be a very time-consuming task without knowing one line of code of the client) they would be able to use pretty much of their code-base for the other devices. The future of Microsofts OS will from now on build on W8 instead of some sort of WinXP and so Origin and Co will take "advantage" of all that fancy stuff of the new OS, so who thinks that Steam which is still way ahead of all other dds won't head the same way. Of course I could be completely wrong and since Valve is Valve and is always successfull with their decissions maybe they won't jump on that Windows 8 train and will prove me and all others who believe in a Windows 8 version of the Steam client wrong.
Until the day we receive a Steam client "windows 8" update can pass days, weeks or most probably months, but when that day comes it will be only a matter of time until a Windows RT version and for me more important a WP version will arrive. Of course until then the WP will have his place beside Android and IOS and hopefully until then the WindowsPhone marketplace will grow and grow.

well then US people need to read more :)
And with the recent addiction of the web chat there's no real advantage in both Android or iOS of the app vs the web other than performance and push notifications.
