Thank you for contacting Steam Support.
Our records show the Steam Guard Mobile Authenticator has recently been re-verified on the account.
Whenever a mobile device is verified with a Steam account, that account will be subject to trade and Market holds for 7 days. This includes all cases in which a previously attached device is re-verified with that Steam account. Steam Support is unable to remove this restriction early.
There are a few things that can cause an authenticator to need to be re-verified.
- Re-activating your authenticator after removing it in any way, even if the same device is re-activated
- Certain phone changes such as major system updates or a factory reset
- Corruption of data that Steam Mobile requires
- Other applications or phone settings interfering with Steam Mobile's ability to save information
If you were logged out of the authenticator, in the future, please first attempt to fully close the Steam Mobile Application and reattempt logging in before re-verifying.
Currently, we are not providing analysis of individual phones or installed applications.

So, even though the error states that it's because you haven't been logged in for the past seven days, it's actually that whenever you register, it still enforces trade holds until you're seven days past the registration date. This is stupid, but at least support responded.
now they can see they are a lot after all ;)
