First of all Gabe has regardless of windows 8 had a bad relationship with MS. He used to work there and left to form Valve. Not sure how he feels about Satya or if he's ever spoken to him. But most people didn't like Balmer. It wasn't a secret but a lot of other companies have openly said this and that they enjoy working with Satya.
Next it wasn't really about windows 8 store being a competitor. It would definitely take a hit on his monopoly. The issue was that he believed windows is going to become locked down where services like Steam can't operate. And MS has already publically acknowledged these fears and that it will remain open. Even if you make a UWP app the default is to allow these apps to be side loaded without the MS store. The only thing is MS has to sign it. But a Steam app could be created in UWP and function as its own store with no issues. It could also reach out to a lot of people on different platforms such as xbox once the full finished product hits as Redstone 2. That won't be till spring 2017. And of course it allows Steam to function in its own contained area with overlays and everything. It would be sort of a virtualized area of windows.
Of course once the store is more populated and they polished up windows 10 by spring 2017, the fear would still be that people will default to the Windows store. It really doesn't have to be that way though as he can partner with MS to deliver a better gaming experience to all users.
Tim Sweeny from Epic is also going on a rampage about how UWP is horrible and MS has clarified there is not going to be any closed system. The funny part is that Epic games actually released their Shadow complex remastered game on the windows store while he's going on this tirade.
MS has showed that they are willing to put partners first before competition, it's sort of their new thing. Today Office 365 and many of there other services integrate with competing products. So users are not stuck on Microsoft only solutions. They have the ability to choose like any open system would let you.
The fear is unfounded and MS is proving that but these are dinosaurs in an industry that they want to remain in control of. Steam is a monopoly there is no doubt about that. Gabe either embraces change or becomes Yahoo. There is nothing stopping him from making a good decision for the future of his company. Only fear of something that hasn't and won't happen. Windows 8 was the reason he initiated the whole Steam OS and linux debaucle. It hasn't been very favourable in terms of adoption. They can still make it work better no doubt, but the question then becomes is SteamOS the real closed down system for gamers. Becoming exactly what he fears. Windows 10 when redstone 2 hits will be open enough that MS doesn't even have to be the only console manufacturer for things like Xbox. Other OEMs can release their own consoles to compete with Xbox. It will be a hardware agnostic software that can be put on anything. Innovation in hardware can be made without worrying about the software portion. MS will work with any vendors to provide top level support and integration.
What we see of windows 10 today is much different than what Redstone 2 will bring. This will be their pride and their finished concept. So it will be interesting to see what happens spring 2017 with their new device lineup and release of Redstone 2. They have proven time and time again that they are listening and making changes as developers/vendors/partners and even users give feedback. If someone wanted to make their system completely closed I don't think they would go through all that trouble of modifying it for the benefit of others.
I am a longtime Windows Phone user. I love Steam. It is a shame that you don't love me in return. I am forced to use the Unofficial Steam Authenticator https://www.microsoft.com/en-us/store/apps/unofficial-steam-authenticator/9nblggh58psp. Is this what you want? This thread has almost 6000 posts and you're ignoring it. What will it take for you to make an official app for Windows Phone 8.1 and Windows 10 mobile?
Love,
Tempest

it's not official steam app, but it is in official Microsoft store, so I hope they wont let scam stuff be there
There are steam users that have Windows phones or don't have a smartphone at all.
DISCRIMINATION! is the right word for what Valve does.
Fine Valve, you won't see a dime from me anymore.
I suggest you guys do the same, maybe Valve will see a small dent in it's profits.
