Developers of multi-platform games (such as World of Goo, EDGE, Anomaly, etc) could have the option to allow purchasers access to their games apk alongside their desktop edition.
The downside for Valve would be lack of DRM. Anyone can install an apk without any form of validation of purchase. Without some sort of system level control over the device, they'd need to develop a SteamWorks for mobile system, and you'd need all developers to add this extra code in for the steam for mobile version of their app. Would likely mean games would be unplayable without an internet connection to validate ownership.
Plus there's the small matter of it never being possible in the walled garden that is iOS, so it would be an Android only system, thus effectively halving the potential profits and making the development less desirable.
That's a lot of demands to place on every party involved in the process - to effectively emulate a system that is already in place on the Google Play store.
We already know how much people dislike multi-sourced software evidenced when EA decided to run off with it's newest titles as Origin exclusives - forcing people to run both programs at once.
TL;DR
Cool Idea, Probably never going to happen though.
But Steam Mobile would have to expand in a way to allow that
