Games for android (own market)
I know it is against the rules to have an app placed in the Google Playstore to sell apps itself, but there is nothing against making an own market like amazon does so or others. I hate it that I can't play the games I bought legally on steam and there is an android version for it without paying for it again and I would be willing to buy a lot more games knowing that I can, for example, play Splice on my computer and know I can progress in the train with the same savegame because of the steam cloud! Really would buy everything available with this option.

(Even better would be to have a deal with Google and merge the playstore and steam as described above)

Edit: started to make a list of known games that are already available on steam and android

Good idea, but I am using Windows phone...
I think this is a great idea, but no Mobilephone has enough space to save this.

you're kidding, right?
I have a 15gb SD card in my phone. my largest app is 150mb. I could fit over 100 apps on my phone. How many people have over 100 games on steam that are on android too? plus, 15gb is not a large sd card. the largest is 128gb. that's 850 large apps. I don't even have 850 steam games. I don't know anyone that does.
I think, you have 16 GiB MicroSDHC card. I think, he thinked wrong (he thinked maybie data for PC...). If Those apps won't need android things(play etc.) it'll work on Windows Phone 10.

So, I wanted to tell you guys that I recently downloaded epic arena from steam for pc. After a few games I realized that this game was originally for Android and then it was avaliable for pc. I wanted to play the game in my phone but didn't want to lose my progress so I wrote to the game's official Facebook page and they replied and told me syncing was possible and redirected me to a post in steam community.
Maybe more games should follow this example.
It's worth mentioning that this is a free to play game.
I think what the OP is wishing for is an app store for Steam games that the user has bought and wishes to play on mobile device also. Steam could indeed make money that way but other factors also enter in as most games have specific OS requirements as well as internet connection requirements that make game play smooth for everyone envolved. I have ran emulators for some games and they actually work when everyone said it was not possible. When it comes to online RPG and you work as a team with other players, your slow mobile device or latency on a mobile internet connection could be a detriment to the whole enjoyment to others. I am a programmer and could make it happen, but for any devs out there, the fairness to all is what is important. When we get 5G connectivity and faster CPU for mobile devices, then it could happen. And that future is sooner than most people realise. It would be phenomenal to play ARK Survival Evolved on mobile, but only halfway there!!

It's like you didn't even read the OP.
The Inner World, Reigns
Add Heroes of Might and Magic 3 to that list.

im a little late with this but i just found out world of guns disassembly has been on google play for a few months now.but recently the game devs just posted news that the game is now released in the IOS store and you can sync in with/sign in your steam account. my question is why and how that would be possible to happen? its not fair that android googleplay stores you can sign in using email facebook google play or the “guest” option but not with steam.
Quintet is cross-platform, and a game i hear is on mobile is Goocubelets but it's garbage.
knows nothing about tech. is there a way to find all steam games that work on android?
Crypt of the NecroDancer is on iOS, does that count?
