As for Steam, I'm pretty sure you can get an App for Ios/Android to chat with your friends and check the store. (Although I'm not certain, so don't hold me to that.)
If you were considering a Surface tablet, hold off for now. I believe in December Microsoft will be releasing Surface tablets with (real) Windows 8 as opposed to Windows RT. The current Surface tablets are all RT, which won't even be able to run traditional Windows programs. Those can only run Windows Store apps. But the Surface tablets that will have Windows 8 (non-RT) will be able to run Steam and games just fine...though the hardware in those may not provide an enjoyable experience when playing a lot of the AAA games that require some decent hardware. I'd imagine most indie games will do just fine on them, though.
False. You can install steam and play games on it with surface pro. RT version is no no, but pro version yes.

On the iPad, you can use the Steam app to access the store and some community features. Sinfe Steam doesn't sell iOS games, you cannot play anything from your library.
