First via admin on Windows Defender Firewall with Advanced Security program:
- Outbound rules
- New rule add > port > add 27014 through 27020 > allow all connections
Then under Windows Security program > Firewall & Network protection > Allow an App through Firewall > Change Settings > Allow Another App
Add the following programs from your steam install folder:
- streaming_client (C:\Program Files (x86)\Steam)
- steamservice (C:\Program Files (x86)\Steam\bin)
- steamwebhelper (C:\Program Files (x86)\Steam\bin\cef\cef.win7x64) (this may likely have already been added, if given error message of program already added, then ignore and move on to the next one.)
- If exists, steamwebhelper (C:\Program Files (x86)\Steam\bin\cef\cef.win7)
Notice: Unsure if both streaming_client & steamservice are required, but initial attempt with both worked
Once that's done go back to Windows Defender Firewall with Advanced Security program
- inbound rules
- all the prior programs we added will now be listed
- now enable each one (there may be multiple for the same one, enable all) via right click so that they each have the green check
Now quit steam and restart computer, now try steam voice chat, should work
unfortunately, not. so far it seems the approach works well with win7 but not win11. Could be an extra step involved for win11. more people are reporting this issue here:

i dont have a linux or mac, but i assume this approach might work using the tools available on mac/linux that serve a similar purpose.
update seems to be fixed for me… but still buggy
