Steam create acc through phone

My friend created acc and he got email verification on his email. He pressed pn that and steam required to log in, he can't log in why????????????????,

did he enter his login details when it asked? and did he try just on the phone or did he also try on a pc?

its ok now, it doesnt work on phone to make an acc with steam app. He made through chrome browser on phone.
