Apple mobile apps you can forget entirely as Apple does not permit competition in their closed ecosystem.
It is not actually. Game might seem to work the same (most of the time they don't) but the underlining code is completely different between PC and mobile. Mobile games are coded for ARM architecture, Android/iOS and touch controls. PC games are coded for x86/x64 architecture, Win/MacOS/Linux and Mouse & Keyboard controls and/or controller controls (there are lot of other considerations as well including power and limitations of the targeted platform). In order to port a game from PC to Mobile or vise versa, the code needs to reprogrammed to work on the another platform which takes tame an resources which equals a lot of money. If devs can't make money from porting they'll stop doing it.
Also why would Valve waste money on something if they can't make money out of it. As I said, if Valve were to open a mobile game shop, you'd still have to buy mobile versions even if you owned a PC version of the game. Only difference would be who you paid the money to, Valve or Google.
