That's not a bug.

You can use the Steam Link app to stream games.

Because Steam is a PC games store and only offers PC games (Windows, Mac & Linux), not mobile games (Android & iOS). If you want to buy and play mobile games, you have to purchase them from respective App stores for your mobile platform.
