You bought a gift card from a well known scam site so you contact the scam site for refund. If they refuse refund, your only option is to issue a chargeback from your bank. Also stop using scam sites and only buy things from legitimate sites so you don't get scammed in the future.

When buying from grey market you do so at your own risk. What you get may not be what you purchased, may be fake, may be used or may have been purchased using stolen cards so you lose it when the owner of the card issues a chargeback.

It does, the ticket system I linked above, though they can not help you with anything outside of Steam. If the issue is with another site, you contact that site's support and if it's brick and mortar store, you contact that store. Valve is not in any way, shape or form involved in those transactions.

Also you can fund your wallet directly without going to 3rd party stores/sites:

You can't buy codes from Steam nor can wallet funds be gifted to another account. Wallet funds are store credit and can only be used on Steam. If you want to add wallet funds to your account, use the above link, choose the amount you want to add then on next page choose your payment method and fill in the information needed then proceed with the payment.

I can't help with mobile as I don't use Steam app so I don't know how to use it either.

I am new in steam, I don't understand much , I buy games & wallet, I don't had any experience how to buy how to transfer hoe to get money back, it's really complicated, the issue was in online dealers are sales Steam Gift card,
I had buy I got 3 dealers wear I buy, and when I receive my codes, I had try to redeem ,no money, no balance in code , so I had direct contact to the dealer, they all says connect to Steam ask there??? So that not possible that the dealer are cheating with codes?????
