In a way, the "area code" on mobile numbers used to identify the network, but that's no longer the case (since you can port the number to a different network, and even keep the area code). Still, it does hold for a lot of numbers, and maybe it's cheaper if they send their SMS on the actual network that they think the recipient is on. Maybe the can even identify the real network that a number goes to -- I can't see that since my number isn't ported.
Still, while this is somewhat interesting as it has an area code, I get my PayPal messages from varying numbers as well. It seems to be a normal thing.
