Do you mean adding a phone number to your account, or linking Steam mobile guard app?

- If meant adding phone number to your steam account go to account details, click on add a phone number, enter in your phone number with region code, then you get a sms text, and enter code. https://store.steampowered.com/account/


- If you meant linking Steam mobile guard app, you download the app from google play / App stote.

You login on the app, it ask if want to setup mobile guard, it sends you sms code, you enter in code, that it your steam mobile guard is link to your account, make sure to write down your recovery code in a save place.
