Does the mobile app allow me to watch a friend's game on my phone or tablet?

No. The video app was supposed to allow that but it was scrapped.

Use a browser on your phone.

Thanks. Not sure what you mean by "use a browser" but I am able to view streams by using Steam Link --- so long as I am on my home network.

Using a browser on your phone to view the broadcast.

Steam Link Anywhere should work as well so long as your PC is still on.
