How to change profile picture on mobile.

I have the option to change my profile picture on my mobile when editing my profile but it won't let me access my files to change it. How to fix please? Also, I've noticed Apple mobile steam apps are able to retain from a choice option to keep all chat messages from longer than the past few days. How come Samsung and Android phones don't have that option? Is Valve just being discriminatory towards the Android and Samsung users?

This still can't be done via the app.

Instead I use the internet browser on my mobile to change/upload pictures on steam.
