mobile token on a device without a sim card?

I got me an old android phone only handle market transactions. Is it possible to use the mobile token on android device that has no sim card inside?

My number that I gave to Steam for protection is assigned to my primary device with Windows Phone.

How does the Mobile Token work, is it based on push notifications or sms codes? So in this case, can I use this old andro phone only to handle market codes?

I would imagine so, if your device can boot up and function normally without a sim. I run my authenticator on my phone that is set to all data OFF.. or even Airplane mode at times. No problems.
