CSGO Skin Apps
There are a number of CSGO Skin apps where users can use their attached ad networks to complete tasks such as downloading an app, completing a survey, etc... The users receive some sort of in app currency that they can then use to earn/purchase CSGO skins.

My main question is, are the developers of these apps breaking any rules with Steam or doing something illegal? Second question... are the users at risk of having their accounts banned by using these apps?

The skins have to be in your Steam inventory to be considered usable. That app would be considered 3rd party trading, which Steam doesn't support and says use at own risk.

So Steam would not take action against the developers of the app or their account? If they're saying "use at own risk", that means Steam doesn't care about it?

If you want to buy/sell/trade skins keep to the Steam Marketplace. This is to protect your account from possibly getting compromised. 3rd party are never supportec by Steam in regards to trading. Never trust a skin trading site outside of Steam. May people complain about how their account got stolen cause they used a 3rd party trade site. Trading outside of Steam is a violation of the Steam Subscriber Agreement and could result in the permanent suspension of your account. CSGO skins are Steam property, you simply buy the right to use them. Think of them as (ugh) 🤮 nft's.
