This usually happens because your connection changes quickly and the settings or app on your phone is preventing Steam Mobile from keeping your login session open.
Make sure your device is not using a VPN or other software to change the connection, your device is set to a standard configuration and is not running software that could tamper with Steam Mobile information, and try again.
Unfortunately, we cannot provide more troubleshooting options for a specific phone device. If you still see the error, we recommend that you consult with a local specialist for your phone model.

jesus christ im done, most of what i hate in this life is talking with imbecils, im done, this stupid ♥♥♥♥♥♥♥♥♥♥♥♥♥ will fix nothing EVER, ♥♥♥♥ you steam, why the ♥♥♥♥ i have to deal with complete imbecils for almost a month to fix their ♥♥♥♥♥♥♥ app but they trolling me, how they are getting paid for that, how did they got hired, whats wrong with this ♥♥♥♥♥♥♥ world, WTF

It will be featured in TV programs, talk shows, Hollywood movies.

Might even warrant an alien invasion.
Please follow these steps even if you have done something similar before.
Completely uninstall the Steam mobile app from your mobile device.
Make sure your device's operating system is up to date and update the Google Chrome browser on your phone.
Turn of and on your device and install the Steam app using a stable internet connection.
Try to add a mobile authenticator again. Let us know the results, please.

it helped a long time ago. but I don’t remember how it was with the exchange then.
cleared steam cache.
!!!left steam data!!!
cleared chrome cache and data.
uninstalled chrome updates.
Update via play store chrome.

If the app still doesn't work, then your mobile authenticator has probably been corrupted. In this case, we can offer you to remove it so that you can set up the antentifier again.
When the authenticator is reset, the account loses access to exchanges and the marketplace for 15 days. Unfortunately, this restriction cannot be lifted. You can find additional information and answers to frequently asked questions here.
