You can not trade anything if you are on a restriction.

Depends on the restriction. violations may incur depends. 15 day restriction likely occurs when you login to a browser that you don't have mobile guard auth.

i wouldn't recommend putting your info of any kind into a third party site. just use the steam market when ur able. ♥♥♥♥ like that is how you get your account phished.
