Merge steam chat with the main app?

They serve 2 separate purposes. Security of the mobile authenticator would be compromised with some of the Chat app functions.

Because you can send files through the Chat app. That alone is a huge security risk. Put that function on the same app as your 2FA for your account, that would be dumb. You think scammers and hijackers are bad now?

Just someone who had the privilege to tour Valve before covid and even ask a few minor questions about some things that even I thought was a strange way of dealing with things. Had some enlightening answers and a short discussion about how security on Steam is not being taken seriously by users of the service.

Separate apps vs Same app does not make any difference. If the threat actor could compromise your phone by sending files through the standalone app, they can compromise your 2FA tokens and your system files. Don't spread FUD.

Battle.net combined authenticator with chat/store app. The segregation with Steam app seems backwards. I uninstalled the chat app. Just not intuitive at all.
