Again, you don't know anything at all, regarding why it exists and i'll just explain it anyway.
We already have E-mail authentication; but with this; you have holds — as E-mails can be easily compromised.
A remote access Trojan on your PC can do some unwanted things.
Victim downloads and executes the RAT -> Hijacker has access to victim's PC -> The hijacker puts up the item as a listing.
The 15 days is leeway for the victim to notice what has happened and undo the damages.
Hence, why the mobile authenticator exists.
1) Confirmations are sent directly to the device
2) They can be cancelled at any time
3) It's a secure system.
4) The account is ALREADY logged in [authorized] on that device.

Valve introduced the Steam Mobile Authenticator and made it optional. People didn't use it, same stuff still happened.
Valve was sick of it, made the SMA mandatory for trades without holds and stopped restoring items.
That's why we can't have nice things.

Now replies are within hours. So, what Valve did worked.
Do research for once why this restriction was placed on trading.
None of the authenticators of any kind, may it be google, Steam, Blizzard, whatever prevent getting hijacked, they only aid making difficult for trying brute force into the account as it's a tool. The issue is that they login in to an scam sites, or giving their details to people, which the issue occur.
Restriction helps prevents sudden lost of times like in the old days before they have these restrictions, which back then if they login, your items are gone just like that, nothing can be done about it, today they get hit with 15 days hold, which is more than enough time to get account back as normally they can take from one hour upto few days getting the account back.
Better you explain me how Workshop is related to this, because I never noted it.
