It's only neccesary for those who trade a lot and want to keep their account safe. Valve implemented it because as I'm sure you know there are a lot of dimwits who get either hijacked or scammed.
Maybe in a near future Valve will keep adding more secure measures as long as these kind of people exist. Stupidity can't be fixed.

We already have E-mail authentication; but with this; you have holds — as E-mails can be easily compromised.

A remote access Trojan on your PC can do some unwanted things.

Victim downloads and executes the RAT -> Hijacker has access to victim's PC -> The hijacker puts up the item as a listing.

• Option (A) The hijacker can access victim's e-mail, confirm the listing. The listing is held for 15 days, because the confirmation is done on a platform the thief can more easily access on the compromised device. Some people are so crazy; they leave their credentials or sessions up.
  
  The 15 days is leeway for the victim to notice what has happened and undo the damages.
  
  
• Option (B) The thief can't access victim's mobile 2FA as it's on a wholly separate piece of hardware, thus they can't confirm the listing. Therefore listings are immediate as the risk of compromise is close to null.

Hence, why the mobile authenticator exists.

I know for certain that there is no way that trading would EVER recoup the cost of me having to have a cell phone to trade properly.

I turned the lights off in my inventory room since this stupid requirement went into action.

And still I see.. TONS of hijacked account threads..

Valve tried trading with simple e-mail authentication. Users clicked links and installed malware on their computer, malware traded all stuff away, users were unhappy and demanded Valve to give them their items back.
Valve introduced the Steam Mobile Authenticator and made it optional. People didn't use it, same stuff still happened.
Valve was sick of it, made the SMA mandatory for trades without holds and stopped restoring items.

That's why we can't have nice things.

None of the authenticators of any kind, may it be google, Steam, Blizzard, whatever prevent getting hijacked, they only aid making difficult for trying brute force into the account as it's a tool. The issue is that they login in to an scam sites, or giving their details to people, which the issue occur.

Restriction helps prevents sudden lost of times like in the old days before they have these restrictions, which back then if they login, your items are gone just like that, nothing can be done about it, today they get hit with 15 days hold, which is more than enough time to get account back as normally they can take from one hour upto few days getting the account back.
