Don't expect such a feature to appear ever, most mobile devices lack the storage for bigger games anyway.
Also, it's relatively common nowadays to be able to use 128 and 256 gb SD cards. It isn't that data intensive to be able to either make room or just have an SD card dedicated to games. I mean, right now I can literally store the game's data on my SD card for data transfer so it's not that big of a step to just allow download through the phone itself.
Tried that and got a message on my phone that doing so requires a hotspot option on the mobile device. So not an option (but it is increasing the speed of the download on my hotspot device).
Sounds like a Hotspot is all your service provides in that regard. This would mean that they would still limit the bandwidth even if they allowed the tether which wouldn't help if Valve allowed the download through the app itself anyway.
