You're on a huawei phone most likely. google Chrome webview has a bug in it that causes almost all chrome-based apps (Like steam) from working.

SOLUTION:

1. Download Google Chrome beta from playstore.
2. Go to app settings, to where original chrome app is, and DISABLE it (no need to uninstall)
3. Change Chrome Beta as the default browser app.

This is a temporary fix for it.

not uninstall, just uninstall updates, it can be done from settings->apps->Android system webview->uninstall updates

BUT, google already push out update with repair, so just install this update and it'll be okay
