Shareplay Across Devices

Can you use the Shareplay Together feature across devices? As in, I am hosting a game with local co-op on my PC and would like to invite my friend who is on his IOS device. I invited him but he just gets a chat invitation on his Steam app.

Isn't this feature supposed to be able to do just that? Any help is appreciated?

All he has is a steam account --- no pc, no games. I'm just trying to play shareplay with a pure remote player -- is this possible?

He needs to have the Link app and Chat app.
