Gifting
Is it possible to make a gift even without a mobile authenticator? Me and my friend are friends for more than 1 yr.

When you add game/etc to the cart, you have two options, buy it for yourself, or gift it to a friend. Your friend will need to confirm to claim the game/etc.

If you're talking about trading something to a friend, you need to start a trade offer, which take few days to complete the trade without the mobile authenticator.

If you're talking about gifting Steam wallet card, you can gift the person the wallet whenever you want, no need for mobile authenticator for it,

The item is from his Dota 2 account sir. And there is a gift restriction because it says that he just switched to a new device. Should he use a mobile authenticator or just wait for days so that he can gift me the item?

That's up to you. He can send you trade offer, and wait few days to finish, or both parties use the mobile authenticator, and just confirm the trade within a minute or two.
