Hello,
Clearing your Android's App Cache has been known to solve these types of issues. Please follow these steps to troubleshoot the issue:
1) Go to the phones' Settings menu (not your Steam apps menu).
2) Find Apps (or Applications, depending on your device) in the menu, then locate the Steam Mobile App.
3) Tap on Storage and the button labeled CLEAR CACHE will become available.
WARNING: Do not click the CLEAR DATA button, as this will reset your Authenticator.
4) After doing so, completely turn the phone off and then back on and retest the issue.
If the issue persists, let us know.

I'm sorry to hear you are still experiencing these issues.
Please check the following:
Make sure your device has the most recent OS update.
Check the requirements of the Steam Mobile App for your OS and make sure your device meets those requirements.
Check that your Steam Mobile App is up-to-date. Update the Steam Mobile App in your phone's app store, or download directly to your phone at this link: Setup Guide.
Please note: Disabling, fully reinstalling, or clearing data for the app will reset your Authenticator.
We recommend using a Wi-Fi connection when installing the app.
