Maybe he has Portal 2 on PS3 , ant it syncs the console version playtime with the Steam account.
The answer is still the same, accounts need a purchase before you can use all of the community features.
Of course, this only applies to a "brand new" copy of the console game.
Ok, i see, so if you want to have a "full" Steam account, you have to do what they said above, buy a game (a cheap one like Fortix 1), or a TF2 item (Team fortrees 2 is free 2 play). I'm not sure, but i think if you activate any game key from bundles or something like that, that'll do too.
The EXACT same reason as the posts above. You have no purchased games on your account!
