Game suggestions - driving game with cosmetic customisation

I'm trying to find a good driving game, but my criteria in this instance are a bit unusual. I've got great simulators, I've got great arcadey knockabout games, I've got games with pretty graphics. What I want now is a game with great cosmetic customisation.

A few years ago I visited my sister, and she had an Xbox and Forza 3; in the car customiser I was able to make all sorts of cool designs (granted, most of them were replica police cars). I've recently been doing something similar with NFS: Shift and Shift 2, but the vinyls editor in that is... well, lacking in features.

What I'm looking for now, then, is a game with street-type cars and a really good cosmetic customisation system, whether they call it vinyls or whatever. Main features I'm looking for:

- Vinyls / decals / livery editor
- Mirror function
- Lettering and numbers available

The perfect game for it would also have "Retro-reflective" as a material option along with the usual gloss/matte/metallic, graphics of a decent quality, and a good photoshoot function. If it also includes the types of vehicles used by UK, US and Swedish police (Volvo estates, Land Rovers, Ford hatchbacks, Skoda Octavias, Crown Vics and so on) that would be a major bonus.

Can anyone recommend a game that would suit me? (Or mods that could enable something similar in the Shift games?)

I'm having some difficulty imagining racing elements, regular cars and stuff in that... I think I have it in my collection somewhere, so if there are cosmetic options in it I might give it a go. It's not one I would have thought of. :-D

Didn't find any customisation options in that. Granted, I wasn't looking overly hard, but still - I'm primarily looking for a car-based racing game.

Any suggestions?

Trackmania games let you import any picture / decal you can find / google. As well as import car models and paint them.

I use a pagani huayra with random game / music themes. It's good fun messing with the editor.

Any other suggestions? Shift 2 is still the closest to what I'm looking for, unfortunately.
