i did that but i dont have a camrea i dont have paypal account and i dont have a credit card

The payment details you'd need to provide to Steam Support would be the details used to make purchases on your account.

The camera doesn't need to be of high quality. Could just be a cheap webcam, as long as the photo is readable.

No. This is not enough to prove that the account is yours. You must provide the details asked for to regain control of your account.

Please secure your account for the future

1) Enable SteamGuard
2) Use yahoo/gmail
3) Enable SMS authentication on yahoo/gmail. Or better use Google Authenticator on Gmail
4) Ensure both your Email password is COMPLEX and NOT REUSED ANYWHERE on the Internet
5) install Anti-virus
6) Be vigilant against phishing scams promising free games or other things.
Pretty much what Satoru said. It is/was (haven't tried it in a while) frighteningly easy to obtain access to a Steam account via a compromised email account. I know this because I forgot what my password was when I migrated over to a new PC a little while back, damn Steam's convient remember my password functionality...
