Here's how I got there (yeah, it's a bit buried):

That has the "Most Wanted" tab, recently bought, time played, etc.
This is actually a little tricky. Normally, I'd suggest finding the game in your Library and looking at the FRIENDS panel at the top of the detail pane as this would show friends who have played the game, along with a button, "VIEW ALL FRIENDS WHO PLAY THIS GAME". That button leads to a details page that is broken down into several sections:
- Your own playtime
- Friends who have played in the last 2 weeks
- Friends who have played previously
- Friends who want the game (on wishlist)
However, in the case of pre-orders, where the game hasn't been released yet, nobody on your list will have accrued any play time, so that FRIENDS panel likely won't be visible at all. The other "gotcha" is that the detail page mentioned also doesn't list friends who have never launched the game (even if they own it). To see that, you can use a browser extension called Enhanced Steam[www.enhancedsteam.com] (highly recommended, by the way; it's a very useful tool with tons of features). This plug-in will add another section, in addition the ones I listed above, for:
- Friends who own the game
So, until someone on your friends list has launched the game, I don't think you can navigate to it from the Library. The other option would be to look along the right-side of the Store page for the game -- if you know anyone that has put it on their wishlist, there will be a panel there too that lists "## friends want this game", and the "## friends" text will be a link to that same friends detail page. You could then copy that URL from the Steam client into a browser that has Enhanced Steam installed to find the list of owners, (providing that you made the address bar visible in the Steam client, via: Steam > Settings > Interface).
Failing that, it is still just a web page, so you could do a slight bit of sleuthing to reach it manually. The format for the URL looks like this:
The other question then becomes, how did I find my Steam Profile ID or the App ID? In this instance, I looked up the App ID on https://steamdb.info/app/271590/, but there are other ways to find it. As for Steam Profile ID, you can see this in the address bar (if you've made it visible in Steam; mentioned above) on your profile page.
One other thing worth mentioning: if you created a custom URL for your Steam profile (Profile > Edit Profile button), that will also work in place of digging around for your Steam Profile ID number, so in my case I can reference my profile by name, like this:
