You get an emoticon for creating a badge, which requires a full set of cards. You can find half of each set of cards by playing the respective game, but you'll have to trade for or purchase the other half.
Or, you can buy an emoticon on the market (just like you can buy cards). In both cases, you'll probably have to spend money sooner or later in order to unlock it. Unless you manage to complete the trades with friends.

Either way, an emoticon will appear in your inventory. Once it's there, you should be able to use it in the chat window - an "emoticon button" (looking like a smileyface) should appear next to the "send button". If it doesn't appear, you need to go to view - settings - participate in beta and restart the steam client (an update will occur).
After that, the "emoticon button" should appear in the chat window. If you click that button, it will show you a list of available emoticons (in black and white). The emoticon in your inventory should appear there (in colour) but it can take a few minutes for it to appear.
