Not the developers. Ask Epic Games especially Tim Sweeney.

Epic bought the devs, so that means Epic has control of where the game is available.
And due to how Epic wants to try and force as many users to their platform as they can, I doubt they will bring it back to a competitor store.

Even if it's free, it would be worth it, don't you think? Wow, I didn't buy the game at the time, but I play through Epic, they don't have good support for players, right?
