Intel Pentium Silver N5000 for playing Dota 2

I play Dota 2 with my low-end laptop Lenovo Ideapad 330 with configurations: Intel Pentium Silver N5000, Intel UHD Graphics 605, 8gb RAM, SSD. Whenever I play I always have 10-30 fps, and the fights with 8 fps. I have mouse delay with 0.5-1 seconds, but I guess it's because of ping, which is 90-100 on EU servers.
My main question is: Do you think this laptop is playable for Dota 2 and do you think that the cause of mouse delay is this laptop's configuration or my location to the server? I haven't tried to play Dota 2 with another laptops and PCs, except the laptop with Intel Core i5 10th, which also had this problem. But this laptop had Dedicated graphics card and ran smoothly.

Low spec computers cannot play modern games at all, sometimes just barely working.

Thx for your responses. I thought that it is me who can't normally play and in fights it's my slow reaction that cause our team lose fights. I have to think about getting a new PC.

10-30FPS is pretty low. For smooth gameplay you should aim for at least 60FPS.
Considering it is a very low powered quadcore CPU and no dedicated videocard, such performance is to be expected in any game with more than the absolute basic requirements.

Seriously, that CPU has a TDP of just 6 Watts, for the CPU and the integrated videochip.
My desktop CPU has a TDP of more than ten times of that. And that does not include the dedicated videocard.
